However, many young users report they began using e-cigarettes because of the flavors and, according to CDC, do not realize they are inhaling nicotine. Such policies are critical in the absence of strong federal regulation of e-cigarettes. Despite this trend all current evidence finds that e-cigarettes carry a fraction of the risk of smoking.
